I’m seeking for a straight answer, recommendations, or 2nd opinion from an experienced school registrar please?

First, let me tell you that this issue is quite complicated. I’m still a student and I used to study BSBA Management in a Government school, but because of my 3 failed grades (Accounting 2, Computer 1 and PE4) I have decided to transfer to a private school with a slightly different course, BSBA Marketing. I just recently found in my new school that they weren’t officialy offering the MKTG course. Due to course availability, I shifted my course to a BS in Information Technology, You can understand the complications, can’t you? Now my issue(s) are: How can that failed grades be removed from the TOR? Can I start a brand new course not crediting the old subjects I took up so records can be refreshed? I’m hoping a kind answer from a registrar or someone who knows how it works. Thank you and take care.
