My birtch certificate rejected for an apostille?

I sent my birth certificate (which I had like my entire life) to new jersey state of revenues and it was rejected on the grounds that it had to be certified by New Jersey State Registrar first. Since my document came from that place originally….how does that make sense?

If I order mine off vitalcheck.com and send it will that be acceptable?

Can you clarify this for me?
She was born in Germany. Came over on boat when she was very young. She has never had her birth records. And her parents have passed away.

I want to know that what is the procedure for this and what documents are needed in passport office for this to get done?

why is it that you can only post your marriage cert to the NSO.with nobody to check its quality?

My full name is Domingo Amatos Tutor, I was born in OsmeƱa, Claveria, Masbate, on February 18, 1955. I already requested a copy of my birth certificate at NSO during my first attempt for abroad. The result was saying that my birth certificate still intact in said municipality.
What do I have to do if found that I am not registered since my birth? These bothers me a lot because of my forthcoming pension in SSS, maybe they will ask a copy of my birth from your office.
